The foundation for a middle class to thrive well would be a strong education given to the children in their early years of life. Several children in the United States are not allowed to undergo quality early learning. The current American president is dedicated to reduce this gap by insisting the local and state communities to conduct high quality early learning programs.

Necessity for early learning

There is tremendous necessity for high quality early learning all over the country. It is surveyed that about 3 in 10 4-year old children are associated with high-quality pre-school learning program in the entire country. Therefore, it is important to focus on early learning here. Many studies have proved that kids who have undergone proper early learning gained the ability to survive well in kindergarten and above. Early enrollment ranking places the United States in the 25th place in the entire world. The children attending high-quality learning programs in the United States are mostly from the low-income groups. Every dollar expended on high-quality pre-school would return the government of $7 as there will be no need or reduced necessity for remedial education, grade repetition, special education and increased earnings and productivity for those kids as adults. Early learning opportunity has to be provided to everyone in the United States, as they can go prepared for the kindergarten and more educated to succeed in school. The US department of education in association with the US department of health and human services is working towards strengthening the educational services for young children. 

Pre-school program for all

This is a federal state partnership that is voluntarily taken and administered by the department of education. The pre-school program strengthens and builds on the current state systems to offer low and moderate income children with high quality and public funding facility education. 

This program is sponsored simultaneously by both federal and state governments providing access to full day kindergarten and enhances the expansion of high quality programs to educate the children below 4 years of age or those of middle class families. 

The funding from federal government is $75 billion for 10 years that is totally paid for by elevating federal tobacco taxes and discouraging smoking by youth and saving their lives. 

For the children to be eligible, the states should show high quality program standards, the capacity to associate pre-school data with that of K-12 data, early learning and development standards that target the children to leave preschool and join to promote success in kindergarten.

Donations or funds allocated to this program will be distributed initially to the states and then to the local bodies, like school districts, licensed child care providers or head start programs. 

The states must be able to provide sufficient funds and meet the criteria of pre-school standards. 

The development grants obtained by the states for the pre-schools build the foundation for the state to be ready to allow preschool to prepare for all formula funding. The high-quality pre-school program is enriched by this funding and early learning programs are expanded by associating with local education agencies and local providers.
